In today’s technologically advanced world, information operations have evolved into a critical component of modern warfare. Russia’s war on Ukraine is a prime example and one particular tactic is the use of “information alibis” - a form of disinformation that pre-emptively deflects responsibility for the perpetration of international crimes in advance.

This event analyses how Russia deploys a sophisticated network of political, military, diplomatic, and security officials to spread disinformation narratives. The discussion will look into:

  • The specific disinformation tactics employed, including (but not limited to) the use of “information alibis”.
  • The case studies of the Kakhovka Dam attack or the Mariupol theatre bombing.
  • The legal basis to hold perpetrators of militarised disinformation campaigns to account.
  • What can be done to counter and anticipate disinformation campaigns?

This discussion is organised with Global Rights Compliance and The Reckoning Project and will draw from their newest report: “Manufacturing Impunity: Russian Information Operations in Ukraine. Russia’s Use of Information Alibis and How They Materially Contribute to the Planning, Execution and Cover-up of International Crimes”.
