Among the myriad international legal issues, Russia’s war against Ukraine poses two immediate challenges above all.

First, documenting war crimes and establishing the chain of command of those ordering them to ensure accountability of the top figures of the Putin regime. A second issue is connecting the patterns of these war crimes with those perpetrated in occupied Crimea and Donbas since 2014 and ensuring accountability for both.

The speakers discuss the preparedness of Ukraine’s justice sector for dealing with such an enormous caseload, how the responsiveness of international courts to the Russia-Ukraine armed conflict has changed with the escalated aggression, and whether universal jurisdiction proceedings in foreign courts can offer hope.
