Russia’s full-scale invasion of Ukraine resulted in an exodus of nearly seven million of its citizens (one in six of the pre-war population). Most have temporarily settled in Poland, Germany and the Czech Republic.
The return and engagement of these ‘global Ukrainians’ in their country’s recovery and reconstruction is one of the key challenges facing President Volodymyr Zelenskyy’s government. With the possibility of a peace settlement on the horizon, a key question is how can Kyiv, the EU and host countries create an enabling environment and incentives for people to return home.
